A safeguard instrument is an emergency measure which can be used by WTO  Members against an injurious surge of imports which is unforeseen. Different with anti-dumping and subsidy investigations, safeguard does not need to prove that such surge of imports is resulted from unfair trade practices.

The services extended by B&P in this field include:

    • representing at public and specific hearings;
